Summary
HMPPS is conducting a market engagement questionnaire to understand if there are suppliers who would be interested in delivering the Advice and Support for Those Released from Custody Following a Miscarriage of Justice
The purpose of the grant is to:
The main purpose of this grant is to support victims of a miscarriage of justice, through self-referral or from the Criminal Cases Review Commission (CCRC), providing advice and support to enable integration back into society, including social welfare advice in the areas of housing, debt, benefits and health.
The total proposed budget value of the grant is £300,000, which is £100,000 per grant year.
Eligibility
The voluntary sector organisation(s) or consortium receiving the grant from HMPPS, should be a registered charity, an exempt charity (as per the Charities Act 2011[i]), or an incorporated Social Enterprise (as defined by the Department for Business, Energy & Industrial Strategy[ii]). The successful recipients will be:
§ A single entity which will deliver the Funded Activities or
§ A lead organisation working with other voluntary sector organisations (this can include partnerships with Universities) developing elements of the work or
§ An umbrella consortium formed from a number of organisations with shared objectives and agreed arrangements for leadership and governance.

Objectives
Wrongly convicted people who are released after their convictions are quashed will commonly face many issues relating to:
· Realisation of what they have missed or lost whilst being incarcerated
· Often they’ll have been released suddenly without any preparation or support from “through the gate” or probation services
· Coping in the outside world is challenging which can cause anxiety fearing to venture outside and interact with the community.
· They may experience relationship issues with family and friends
· Face psychiatric issues such as PTSD, anxiety, depression leading to drug and or alcohol abuse.
· Seeking psychological help for such issues require specialist help and access to those services especially through the NHS is very difficult. Often, they don’t know where to start and even accessing a GP can be a very daunting challenge.

The Market Engagement Questionnaire (PQQ_482), shall be available in the Jaggaer portal from 10:00hrs on Monday 7 July 2025.The closing deadline is 10:00hrs on Monday 28 July 2025. Late submissions shall not be accepted. Once your Market Engagement Questionnaire is completed and submitted via the Jaggaer portal, it will be reviewed and you may be invited to a 1:1 Market Engagement session.
